Legal Obligations, Documentation, And Project Management Plan: A Project Approach
Part A
1. Usefulness of using legal obligation
During the design and development of any project the organizations are required to follow specific legal obligations. A project would face major issues if they fail to follow Trade Practice Act 1974 that was outmoded by the competition and consumers ACT launched in 2011, 1st January and it is the content of Australian Consumer’s Law.
It provides standard form of consumer’s contracts with a guaranteed consumer right law while they buy products or avail services from the organizations. It contains rules of lay by agreement and also provides a national level safety law and enforcement systems. Moreover, the legal obligations guide the project team members to conduct a fair business level practice, advertisement practices and marketing practices. Apart from this, a large project can obtain brand identity if they follow the legal obligations. It provides transparency, high privacy, and secured payment methods while confirming transaction.

Planning work: Before initiating the SCM development project the input and expected outcomes from the project should be planned accordingly.
Undertaking work: For accomplishing the SCM implementation project the large project should be divided and distribute among the team members according to their skills and knowledge.

1. Planning and documenting a project
With the development of top level project planning documentation a project initiation document can be created. Though, for physical logistic operations involved to multiple agencies the identification and clarification of initiation documentation is required by Woolworths Limited. In order to implement SCM system the company should establish contract with the vendors (software) and supplier (hardware). The main objective of the company is to increase the business efficiency by establishing relationship with the suppliers directly. The project will be conducted under the supervision of assigned project manager and system designer.
The main project deliverable should be divided into small phases and assigned to different stakeholders. The phases to be followed accordingly by the project manager and team members include project initiation, planning, execution, monitoring and closure. However, before final implementation of the project the project manager should give approval to the plan.
During the ongoing phase of the SCM implementation project, scope may cause over allocation of time and overrunning budget. However, before final implementation the internal consumers will be interacted to identify the needful modifications. The change management activities should consider those factors. The final outcome can be impacted either positively or negatively by the change management project. Sudden change can cause internal conflicts, managerial and functional issues. Regularly the project status should be assisted and the plan needs to be updated accordingly.
The financial, legal and contractual obligations should be considered by the project managers to the supplier companies or software vendors to avoid future conflicts. Before finalizing the project the activities that are to be kept in mind include release of the project team, final payment accomplishment, post project evaluation, risk mitigation approaches, measuring consumers satisfaction and schedule and budget management plan. Lastly, the project manager and the executive of Woolworths Limited need to approve the project.
